In California Redevelopment Association v. Matosantos, the California Supreme Court put an end to redevelopment agencies. In 2011, the legislature adopted AB26, which put a "freeze" on redevelopment agencies and put in place a process for their dissolution. It also adopted AB27 which allowed the agencies to continue to exist as long as they allocated their funds to other agencies. The issue before the California Supreme Court in the Matosantos case was the constitutionality of both AB26 and AB27. The court found AB26 to be constitutional and AB27 to be unconstitutional. Now redevelopment agencies are being dissolved and developers must deal with the successor agencies.
